1. It’s 18 to play on almost every site
2. Well, they never asked my age… of course, a lot of credit cards no longer work on many gambling sites.
3. If you are just starting, I’d suggest the lowest level, for cash games that’s 1c/2c on most sites.
4. That’s up to you. I don’t know how good you are. You shouldn’t burn through $100 playing 1c/2c
5. The major sites (pokerstars, fulltilt, etc) are credit card safe… meaning they won’t steal from you… but your bank might not allow credit card transactions.

These sites allow for playing for free chips, and they have freeroll tournaments where you can win real cash, then start playing with that.

It is illegal, however there is a way around it. go to http://www.jollyrogerpoker.com and then go to payment options. you will see a selection called picclub. click on it and it will allow you to put money on the site legally from the U.S.

its illegal why you want to get into trouble. You have to be atleast 18 to get yourself registered to play an online casino. However, in most sites the legal age to enter is 21.
